I think it might have been created by the U.S. military so that people will want to fight in Iraq. "Those evil terrorists are killing cute little puppies!" I think I saw an Onion article similar to that a few months ago.

Left-wing conspiracy, right-wing conspiracy, same difference The general consensus would be that the video isn't too convincing... it'd be nice if the government could be a little more open about their sources.
