...as to why it takes so long to count ballots in Arizona....typically 75% of all ballots are done by mail in ballots...and many of those are dropped off at the polls on election day.

Here is the complete process (no illegals involved : )

Arizona's elongated vote count is due in large part to the painstaking process associated with mail-in ballots, which represent the bulk of ballots now cast in the state.

In Maricopa County, there were more mail-in ballots cast before Election Day this year than the total number of voters who cast ballots in 2014, according to the Recorder's Office.

Before a mail-in ballot envelope is opened, it goes through up to three levels of signature verification by staffers who are trained in handwriting authentication.

If the signature doesn't match the voter's signature on record, the county recorders attempt to contact the voter to verify their ballot. This process, and particularly the inconsistency of the "curing" process across county lines, was the root of a lawsuit filed by Republicans last week.


[A settlement was reached last Friday that allowed rural counties as much time to "cure" their ballots as the much large urban counties]

Once the ballots are removed from the envelopes, they are fed through the tabulator. If there's an "overvote" on the ballot — meaning someone selected too many candidates in a race — the tabulator will spit out the ballot.

At that point, a bipartisan board reviews the ballot to determine if it was a true overvote, or if there was a bleed mark or some other accidental mark that caused the machine to see an overvote. If it appears accidental, a second bipartisan board will determine the voter's intent.

The entire process is observed by members of all parties, Maricopa County Recorder Adrian Fontes said.
