I wouldn't refer someone outside Christianity to scriptural passages about good moral living (themes) as "must read".

If there is a "must read" for someone outside Christianity, I would say, the Gospel of John for the deity of Christ and the plan of salvation. When one becomes a Christian, then the Bible becomes their guide for living.

In the beginning the Word already existed. He was with God, and he was God. 2 He was in the beginning with God. 3 He created everything there is. Oddly enough, I think Genesis shows us a lot about God. It has interesting stories, a God who cares, but expects certain things of us. A people who screw up all the time, and a God who forgives them.
It's interesting reading and begins the mind towards much questioning which is good for telling the story of God and JEsus.
Just a thought

Even if you aren't a Christian, the Bible is a great tool for moral living if you want a standard to live by other than the Law.

I would say Romans, because it would hopefully teach them that as an atheist, whatever it is that they do outside of God (not that is really possible in an absolute sense) is nothing, and worse than nothing, their life is an ongoing insult to God insofar as they continue to reject Christ.... any pretended morality considered aside from a relationship to God does nothing but to continue to heap God's wrath upon their heads.... it (Romans) shows that the "good life" is one lived in the knowledge of God sending His Son to die on the Cross for His people, while they were yet sinners!!

in another sense I would never ask an atheist to read the Bible as some kind of workbook for living a "good moral life", for the Bible itself would condemn such an activity, people are simply not really and truly moral outside of being one of God’s own.... further, all that the atheist would read would do one thing for certain, it would continue to add to their condemnation... for the more of the Bible they read, the more they would come to know what God requires, and in failing to do what God requires, they would increase their culpability, and thus, at judgment, their punishment would be all the greater, for they knew what was right, but rejected.....

so to sum up, I would never ask an atheist to treat the Bible like a moral handbook; but I would encourage the atheist to read the Bible (esp Romans) being open to the possibility of God speaking to them, if they are in the mental state of seeking, rather than seeking a mental state of independence from God…
