There are a couple of things here.

First, I think the rank hypocrisy is very damaging for many Republican candidates. If they somehow manage to approve the nomination before the election -- which seems like it should be impossible with the typical election year break for campaigning -- I think it severely damages Republicans at the polls given their claim in 2016 that the voters should decide. Not to mention, the damage to those Senators seeking re-election if they are stuck in Washington to try and push a Supreme Court nominee through (both the lack of being there to campaign as well as the frustration of voters at them for their hypocrisy).

If Biden wins the election and the Senate pushes the nomination through, I think it works out badly for Republicans as they then will have expressly dismissed the will of the voters. I also think if the Democrats win the Senate, you see the Supreme Court expanded to at least 11 -- with the support of the majority of Americans.

Of course, the question will also be if the Senate will approve a Trump nominee. While McConnell will definitely be pushing it; I think there are some Republicans likely to vote against the nominee -- some because they are in tight races, and others because they see that this is a new precedent -- nominees have never been pushed through this close to an election -- and that they don't wish to be part of McConnell's hypocrisy.

With a Republican majority in the Senate, there was no chance that anyone even remotely left of center on the major issues would be approved. Garland has a sterling record as a moderate, and since Republicans had voiced approval for him in the past, Obama figured that at least a few of them would vote to confirm him. He didn't count on McConnell throwing all norms and procedures out the window though.

I don't know what they'd be able to do - they wouldn't be able to hold hearings or votes unless they cancel the recess (not sure what that takes), and those are the time-consuming bits of the confirmation process.

And if Trump loses and/or the Democrats take the Senate and they try to push through a nomination in the lame duck session, well, people are complaining that the riots now are bad...

There really should be no disagreement about supreme court justices because it's only their job to interpret the Constitution as written, not make new laws. Justices appointed by Republicans tend to do just that. But justices appointed by Democrats look for ways to warp the Constitution to fit their leftist agenda.

That's why there's a conflict. And that's why we should try to get one approved right away. But sadly, there probably won't be enough time.

They voted for Trump. I don't think they care about hypocrisy. They would also rather have a conservative supreme court judge than a republican president.

Are they unable to vote if they're the nominee? I don't think such an exception is in the Constitution. Or was there some law passed that creates that restriction?

Because Obama was trying to find someone that a Republican Majority Senate might confirm, as a moderate voice on the bench, and he might have been confirmed, if McConnell hadn't prevented a vote from taking place. McConnell was afraid that enough Republicans would vote to confirm so he wouldn't allow the vote.
