Ok, so how does this work? I don't have a lot of power yet, though I'm confident it should go up fast enough.

As far as I understand it, as long as I don't have a decent amount of stars, it'll be hard to participate in these rep swaps threads since I don't have much to swap...

Rep swapping is fun and easy. If you find that someone that you want to swap with has a much higher rep than you then just rep them a few times to make it more even.
