How can you fix a problem when

1. You are not exactly sure the extent of the problem.

2. You don't know the exact cause of the problem.

3. You don't know if the proposals being floated to fix the problem with fix anything at all.

If you notice, every single remedy Al Gore proposes just happens to fit neatly into his political philosophy which calls for expanding the power of the state, expanding the power of international bodies over national bodies and increasing the amount of money the state takes from individuals. That isn't a coincidence.
