Where exactly does holy scripture say that holy scripture is sufficient for defining doctrine clearly enough so that only the perverse and deliberate misinterpretation of it would arrive at differing doctrines? Even the one passage that appears to express confidence in the usefulness of holy scripture in equipping a teacher in the church does not make the claim that holy scripture is sufficient for defining doctrine unambiguously. The passage says this:
2 Timothy 3:14-17 You must keep to what you have been taught and know to be true; remember who your teachers were, (15) and how, ever since you were a child, you have known the holy scriptures -from these you can learn the wisdom that leads to salvation through faith in Christ Jesus. (16) All scripture is inspired by God and useful for refuting error, for guiding people's lives and teaching them to be upright. (17) This is how someone who is dedicated to God becomes fully equipped and ready for any good work.
Saint Paul reminds saint Timothy that what he was taught by his grand mother, mother, and by saint Paul himself forms the interpretive framework through which he is to use holy scripture for refuting error, guiding people's lives, and teaching them to be upright. With holy scripture the teacher in the church become fully equipped and ready for any good work yet he must approach holy scripture with the teaching he had received and through which the holy scriptures are to be read.
