Nevertheless, they pass their findings up the chain, who then advise the Man himself on a course of action. And that's where the problems are.
I agree that there's a enough competence at the bottom of the food chain to compensate for the chaos at the top... for now. But I've been in enough jobs to know that the rank-and-file can only carry the load of incompetent management for so long... "[excrement] rolls downhill," as my grandfather used to say.
There are likely standing rules for what to do in most security situations. For example, I'm security at my work and I don't have to ask my boss what to do if I see someone breaching the firewall.
