The verse you cited says that God will make an everlasting covenant with them despite the fact that they are evil. (robbery and wrongdoing) And the near context amplifies the point. "Instead of your shame you will receive a double portion, and instead of disgrace you will rejoice in your inheritance." - vs 7

There is only one requirement, NOT to go to Hell. Which is the most important.
Repent of your sins, place your trust in Christ, Live a Holy and Righteous life in, through and by the Holy Spirit. That's it.
If you do none of that. You are not saved according to the Word of God. Not me. I didn't say it. God did.
If your not saved and you die in your sins. You go to Hell, everlasting punishment.
