Since miracles are not a sure sign someone is from God then why was it used to confirm God's message?

Because they are a sure sign of God, but we need to look at the whole context here. Firstly, what are the fruits? Are lives being changed and turned to a moral life away form sin? Secondly, nothing else even comes close to the incredible miracles God does.
People in other religions can experience miraculous things, but does anyone know of any examples where someone prayed to some other god and blind and deaf got healed or people raised form the dead? No other source does such creative impossible miracles.

We see in The New Testament that God proved Christ's message to be true through miracles. Both the miracles Jesus himself did and later what the apostles did. The bible cleary says the miracles were the reasons people started believing in Him.

Nowadays for instance people in China have become believers mostly because they wittnessed a miracle or heard of one form others when someone incurable from their village got healed through the prayers of a missionary etc.

If Jesus hadn't done miracles and if the disciples hadn't experienced the miracle of his resurrection then why would anyone believe in Christ at all? Because the bible says so?

One question. Can Satan do a genuine miracle like what Jesus did?

One question. Can Satan do a genuine miracle like what Jesus did?
We do not know the source of the enemy’s power or method to do miracles, but we do know that God’s miracles are far superior.

Exodus 7
8 ”And the LORD spake unto Moses and unto Aaron, saying,
9 When Pharaoh shall speak unto you, saying, Shew a miracle for you: then thou shalt say unto Aaron, Take thy rod, and cast it before Pharaoh, and it shall become a serpent.
10 And Moses and Aaron went in unto Pharaoh, and they did so as the LORD had commanded: and Aaron cast down his rod before Pharaoh, and before his servants, and it became a serpent.
11 Then Pharaoh also called the wise men and the sorcerers: now the magicians of Egypt, they also did in like manner with their enchantments.
12 For they cast down every man his rod, and they became serpents: but Aaron's rod swallowed up their rods.“

Think… parting of the Red Sea.
Think. God coming down into the flesh of a man to die for the sins of the whole world to offer mankind the gift of eternal life and change men’s hearts that were dark.

What compares to that?
The Lord our God is truly the greatest there is.

John 3:2
”The same came to Jesus by night, and said unto him, Rabbi, we know that thou art a teacher come from God: for no man can do these miracles that thou doest, except God be with him.”

Yep.

God and His ways are always far superior.
The Lord our God created the universe In six days (According to Genesis).
The Lord our God held all things together by the Word of His power while He was on the cross (According to Hebrews).

An extraordinary event that is not accounted by natural or scientific laws and is therefore attributed to a divine agency.

And since Satan has the ability to counterfeit miracles, what is the purpose of using miracles to confirm the message?

2 Thessalonians 2:9-12
King James Version
9 Even him, whose coming is after the working of Satan with all power and signs and lying wonders,
10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
11 And for this cause God shall send them strong delusion, that they should believe a lie:
12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.
Yes the enemy can try to mimic but it is always less than what God can do and the purpose of miracles is for his glory and honor for his anme to be lifted high in praise.
