The Samaritan Woman at the well is St. Photini. In icons of St. Photini alone, she always has a halo. Many times when an iconographer does a "festal icon", an icon of a scene, he often only puts a halo on the most important person or persons in the icon. I personally would give St. Photini a halo in this icon because she is central to the story, but that is a personal choice of the Iconographer. However, to give Christ his halo is not a choice, but a must. I hope I have helped a little.
