What is this icon?

Someone told me its Jesus behind a fence. But I'm curious about it because I've seen a muslim with this icon as well.

That isn't a canonical icon. You would have to track down the person who painted that picture to understand what he meant by it because it is not Orthodox. I know who it is and what his website is, but I'm not posting either because I don't want anyone to make the mistake of ordering non-canonical pictures.

It's a non-canonical icon, seeming to represent how Christ is present in those oppressed and in war-torn areas or concentration camps, etc. I wouldn't consider it an icon the same way I wouldn't consider the "abortion icons" that you can see online icons... iconography is supposed to be, guided by the Holy Spirit, a window into the New Heaven and Earth... not a political statement.

That being said, it's very moving religious art.

I think there's some sort of rule that if an icon depicts a person at an event, that person has to have been at the event. So, you can't put St. Paul in the icon of the Last Supper, and you can't put Jesus in a concentration camp. Mike the Iconographer could probably shed some light on this. But no, that's not an icon. It's religious (actually looks more political) art in an iconographic style.

That picture is not a canonical icon. Icons are not about socio-political statements and the man who paints such pictures and his students are not Orthodox Christians. I know who painted that image and I could direct you to his website, but I wish in no ways to promote his sacrilege. The cruciform halo and the IC XC clearly state the artist meant to depict Christ, but in no way is this either an icon or Orthodox. There is a good reason why Orthodoxy is so strict in it's rules governing iconography.
