Simply put, the Huge-LQG is bigger than an upper limit to the homogeneity scale but the homogeneity scale is not an absolute limit to the size of structures. It is more like a standard deviation where we expect a number of structures bigger than the scale.

There are separate models for the formation of supermassive black holes and thus quasars.
