Basically Napier, one of the pro-quantized red-shifts guys that Nick cited realized that a new data set could definatively support or refute the quantized red-shift hypothesis. He realized that a proponent's data analysis would not have the prestige of an independent analysis. Thus he recruited some scientists with no stake in controversy and told them what his hypothesis was, what to look for, how to look for it, etc. Those independent scientists did what he asked and the result was negative. Unless something quite dramatic comes out soon, it appears that this particular hypothesis is now dead and the coffin's lid has been nailed shut and the coffin had concrete poured on it.
It is my understanding that one reason why the alleged positive results by the pro-quanitized red-shift people was that they were using surveys that looked at very tiny patches of the sky and thus the "positive" results was an artifact of the fact that Galaxies and clusters of Galaxies are large structures. In any event, the quantized red-shift hypothesis never had the support of a tiny portion of the astronomical community and none of its proponents thought of it as evidence that the universe is "young."
