The people south of the border claiming US territory? Pirates aren't usually about claiming territory, their just criminals looking to exploit a lack of security to make a quick buck and then get away.

We have a river of illegal traffic moving across the border, most of that river is still just poor people looking for work, a better life, a way to feed thier family, ect... at the same time drug gangs and now even pirates, are able to exploit the current environment for profit.

Fox being loose with language agai6n? Looking at the map, there isn't any "inthernational waters", the border is the river (which has been dammed to form the lake), the Mexican half is Mexican and the US half is part of the US.

And perhaps the people who shot the guy are simply Mexico's version of the New Minute Men (or whatever they're calling themselves these days) protecting their borders again the invasion of illegal immigrants from America.
