I'd imagine that the entire heavenly host would celebrate anything that God creates.
I assume that the words heavenly host refer to angels, but since the actual words in Job 38:7 referring to the people singing HIS praise for this display of HIS eternal power and Divinity are kal bene `elohim, ie, all the sons of GOD, and does not actually reference angels (a job description, not a race or species),
why is it so illegitimate to think that this group contains every person ever created in HIS image, ie, able to be a proper Bride for HIM??? The words in the verse support this contention at face value and face value must be metaphorized to make the actual words all the sons of GOD to become the metaphor angels, a bit of backwards interpretation if you ask me since most metaphors are in verses containing the metaphor that must be interpreted into clear dogma.
Some so called translations do not even give us the words all the sons of GOD providing only the metaphor angels as if that was the word in the Hebrew text. Even if they do this with the intent to keep people from wandering into what they have judged to be heresy, it is a sinful sham, it is a wrong use of language in any book but especially in a supposed translation, not eisegetic interpretation, of scripture. Teach the text and let the Holy Spirit work with us...
