Paul played the Roman citizen card

12 From there we traveled to Philippi, a Roman colony and the leading city of that district a of Macedonia. And we stayed there several days. ...

22 The crowd joined in the attack against Paul and Silas, and the magistrates ordered them to be stripped and beaten with rods.

Paul didn't reveal he was a Roman citizen at this point but he did a bit later:

37 But Paul said to the officers: “They beat us publicly without a trial, even though we are Roman citizens, and threw us into prison. And now do they want to get rid of us quietly? No! Let them come themselves and escort us out.”

A few years later, Paul was arrested by a Roman commander in Jerusalem, Acts 22:

23 As they [Jews] were shouting and throwing off their cloaks and flinging dust into the air, 24 the commander ordered that Paul be taken into the barracks. He directed that he be flogged and interrogated in order to find out why the people were shouting at him like this. 25 As they stretched him out to flog him, Paul said to the centurion standing there, “Is it legal for you to flog a Roman citizen who hasn’t even been found guilty?”

This time, the Romans didn't beat Paul.

30 The commander wanted to find out exactly why Paul was being accused by the Jews. So the next day he released him and ordered the chief priests and all the members of the Sanhedrin to assemble. Then he brought Paul and had him stand before them.

Acts 23:

1 Paul looked straight at the Sanhedrin and said, “My brothers, I have fulfilled my duty to God in all good conscience to this day.” 2 At this the high priest Ananias ordered those standing near Paul to strike him on the mouth.

At this point, Paul was being tried by the Sanhedrin court. It seems that they had the authority to beat a Roman citizen who hadn't been found guilty.
