Acts 2 has nothing to do with forgiveness for blasphemy. There is no forgiveness for those who commit blasphemy against the Holy Spirit. Jesus made this clear, "Wherefore I say unto you, All manner of sin and blasphemy shall be forgiven unto men: but the blasphemy against the Holy Ghost shall not be forgiven unto men." Matt.12:31.-The saving in Acts 2 is not an eternal life saving where as an unbeliever becomes a believer.
The saving in Acts 2 is the saving of believers from God's judgment of the nation of Israel for committing blasphemy against the Spirit, Matthew 12. When the nation of Israel rejected Jesus as The Messiah based on saying Jesus did His miracles Now when the Pharisees heard it they said, “This fellow does not cast out demons except by Beelzebub, the ruler of the demons.”
So that is why they say in Acts 2 what shall we do? and not what shall we do to receive eternal life salvation.
Now when they heard this, they were cut to the heart, and said to Peter and the rest of the apostles, “Men and brethren, what shall we do?”
God judged the nation of Israel in 70 A.D. and Acts 2 is about Jewish believers and what they must to avoid/escape being included in this judgment of Israel, for committing blasphemy against the Spirit.
Note the Acts 2 account does address requirements relative to salvation:
Belief that Jesus was the promised Messiah; Son of God is essential for salvation. (John 12:48)
Repentance is essential for salvation. (Luke 13:3-5)
Remission of sin is essential for salvation. Luke 7:30, Acts 22:16)
Receiving the indwelling of the Holy Ghost/Spirit is essential for salvation. Romans 8:9
Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. John 3:3-5
