but he kills another people,and steal other things
and do not regret and alter his life

he is not a good person
a bad person will go to hell which is known by a 3years old child

i think GOD let the bad ,evil people to hell is reality

Your mistake is that you are a) presuming to know the will of God, b) attempting to place limits on God's mercy and c) indirectly saying your sins are more forgivable than those of another man. Your sins are just as filthy and disgusting as those of a murderer, as are mine, and all of us need the same healing medicine of Christ and His Church. To presume to judge somebody else is spiritual suicide.
