Non-VOIP phone providers?

Can anyone point me towards kind of a standard telephone company with a service area in the far Northern California area (north of Sacramento)?

I'm trying to help my parents shrink their bill and I think it would help if they got rid of their Comcast Triply Play, but I haven't been able to find any phone companies other than AT&T and their cheapest local plan is still $25/month. I remember years ago seeing plans for half that much.

Any suggestions would be helpful, thanks.

If you set up your own satellite you can get television for free. Television is free, it's just we pay cable companies to do the hard part for us. I'll give you a link with an explanation and how to do it tomorrow.
