I agree with you for the most part, but our cultural beliefs regarding the treatment of teenagers are such that most will have opportunities to have sex, and seeing as they're post-pubescent humans, some will begin to act on their natural desires at this age. It's good to provide these individuals with the means to avoid pregnancy and STDs, because people who aren't ready to have sex in the first place certainly aren't ready to be parents.Students are not going to school to learn how to have sex, schools were created to educate students, to prepare them for work. Students are not ready for sex.
