Covenant Theology embraces the nature of God,He does not Change nor can he change a covenant.
But..
We can break a covenant with God and suffer the fall out as Israel did in the book of Judges,and has continued to ever since.
God giving his only begotten Son for remission of sin is not proprietary to anyone.
This is the last covenant until time shall be no more and the return of Christ.
All we need do is look at the wrath of God poured out on his enemies, to know His omnipotent being, that man cannot put in his context personally.
