When you say "are part of," do you mean "were located in"?
The Northern Italian Merchants (Lombardy) and Rothschilds were components of the Holy Roman Empire. Given that there was/is no separation between Church and State, the huge undertakings of the Merchants and Rothschilds would have to be sanctioned/authorised by the Holy Roman Emperor.
