Sounds to me like someone is running on reverse psychology.
Perhaps.
It is a well known phenomenon that people often misbehave when specifically instructed not to - especially true in children. Possibly just drawing attention to something is enough to initiate this, or the action is a deliberate attempt to draw attention to he who misbehaves.
Childish really, I know.
But often fun.
But I will again state, for the record, that I afforded the passage more respect than I normally do to scripture by my use of capitalisation.
So sometimes it works both ways!

God led his chosen people out of a comfortable life of slavery in Egypt and tested them with the threat of hunger, thirst and demanded their obedience thus.
They wern't really lost in the middle of nowhere because Moses' father-in-law paid a visit.
And as further proof of God's loving nature and all-powerful properties, he decided to suspend some physical laws so that the people would not need new clothes.
