No, the Catholic Church does not view those formally outside it as apostate simply because they are formally outside it. .
To be apostate, you first have to be formally a Catholic, and then you have to apostasize . . you were never Catholic, you never did anything to be an apostate.
The Catholic Church recognizes that there are Christians who, while not formally joined to the Church, are nevertheless believers and part of the Church.
