No it doesn't.
That is a common misconception and would not happen. Earth's gravity is due to its mass, not its rotation. If rotational acceleration had an effect on gravity, gravity would decrease from 9.8 m/sec at the equator to nearly 0 m/sec at the poles, which we all know doesn't happen.Either that or god magically stopped everyone from flying into space.
