Yes now he has. But he created the rule, then banned people for tweets they made before the violation of the rule. The backlash seems to be the only reason he reinstated the accounts of the journalists, who were simply reporting on something he had done.
Only Congress is barred from creating (criminal) ex post facto laws; private companies are free to change the rules and behave badly.

Well, yes, you can have an issue with the previous leaders' brand of censorship and still not be a full-blown anarchist, I don't see that as a 100% contradiction.

On a 1-10 scale of censorship, the previous leadership was an 8, Elon Musk is a 2 or 3.

The fact that he may not be perfect, doesn't mean the problem he described was non-existent.

I was discussing over lunch with my cousin earlier and used this analogy/hypothetical to describe what the situation is like.

If the movie theater in my town was run by panel of staunch evangelicals, and they were blocking/banning tons of movies from being shown there on the grounds of what they thought was offensive, I would have a problem with that. If I were an uber-rich guy, I would be trying to make a bid to buy and take over the movie theater and remove that kind of censorship. One of my selling points (to reach out to other like-minded people) would be to describe myself as an "artistic expression advocate", "anti-censorship absolutist", and that I was going to "protect movie-making freedoms at all costs"

If I succeeded in taking it over, and the first thing my opponents did was to try to immediately put in the most vile, disgusting, things they could find, knowing that it would eventually cross my comfort-level line and make me say "yeah, this is my theater, I'm not screening that here" just so they could "prove a point about how Rob is a hypocrite", that really wouldn't be an entirely fair critique, and certainly wouldn't negate the existence of the previously existing problem I was trying to solve in the first place by taking it away from the previous leadership.
The problem with your analogy is that this account isn't new and hasn't changed anything since Musk took over. It's been reporting the movements of his jet for a couple years now.

The owner of the "elonjet" account was suspended for "doxxing". The reporters were supspended for criticizing the new site overlord and pointing out that the same account was still active on other social media sites and the data being published was publicly available.

Twitter also blocked users from sharing the link to The Post article indicating that Hunter Biden introduced Joe Biden to the Ukrainian businessman, calling the link “potentially harmful.”

A direct violation of rules created the day before the suspension.

But shortly after taking over Twitter, Musk said @ElonJet could remain because he believed in free speech. “My commitment to free speech extends even to not banning the account following my plane, even though that is a direct personal safety risk,” he tweeted in November.
On Wednesday morning, the account, which had amassed nearly 530,000 followers, was suspended for breaking Twitter rules, without the company identifying what they were. Shortly after that, Sweeney’s personal account was also suspended.

The bans took place a day after Twitter changed its policy on sharing “live location” information.

What he said was that he would allow all legal speech.

Pornography, btw, is and always has been okay on Twitter. "Pornography and other forms of consensually produced adult content are allowed on Twitter, provided that this media is marked as sensitive."

Certainly the government shouldn't care about what messages a private company wants to suppress or promote on its own platform. But it still sounds like that's on the GOP's first order of business when they take control of the House.

And I'm getting whiplash from seeing some conservative opinion-havers zig from wanting moderation on social media platforms fixed by the government because private companies shouldn't be allowed to decide who uses their platforms now zagging over to 'who cares if private companies decide who uses their platforms?'
