Where do we get the athority to speak English or German or Chinese or any other language except those mentioned in the Bible in the Church?

Where do we get the athority to tell people not to play instraments in the Church?

Lewis,

God said to preach to "all the world." I doubt that He meant for us to just preach in our language and that's it. (Mark 16:15) There's your authority. We are commanded to preach to every creature. Well we have to preach in there language for them to understand? Or will someone understand if I preach to them in English and they have never known what English is???

As for instruments, I am asking a simple question...where's the authority??
