How does that work, exactly?
If you move away from something in a straight line, it appears to shrink until it is too small to see. It doesn't stay the same relative size and go under an illusory horizon.

The Bible does not speak of the second heaven but going by order, it is above the raqia and the waters above the raqia.
The Bible speaks of a third heaven the place where Paul was taken. That also could be the abode of God or God could be above the third heaven.

Many other verses, such as Psalm 104:2 and Isaiah 40:22, speak of the stretching out of the heavens. The Hebrew word used in these verses for heaven is not raqiya, but shamayim (literally “heavens”). However, in Genesis 1:8 God explicitly calls the expanse “heaven,” thus equating raqiya with shamayim. If the stretched out nature of the raqiya is what is intended, then firmament may not be the best translation; expanse is more accurate.
