First, in reference to the ACTUAL article, there's no information in it whatsoever about the nature of the mentioned "risks." For all we know, the warnings may have been for concerns about risks from LEFTIST agitators.

Second, the not-so-veiled implication that Trump (or his followers) would be somehow responsible for it (whatever "it" is) is patently evident in the intentional use of the phrase "planned insurrection" in your comment.

Noting that neither the word "planned" nor "insurrection" nor the phrase "planned insurrection" occurs ANYWHERE in the article you posted.

IOW - you made that up.

During the Jan. 6 riot, Oath Keepers were seen wearing military style gear and camouflage, distinguishing themselves with patches signaling their membership.

On Jan. 4, an Oath Keeper leader issued a call to members to act on behalf of President Donald Trump, who maintained that Democrats had fraudulently wrested away his victory in the 2020 election.

Has there ever been an insurrection in modern times without guns? It's another hoax, I have never seen a Congressional hearing so obviously orchestrated. Why didn't Nancy Pelosi accept the offer of ten thousand National Guard troops offered by President Trump? Doesn't it seem ridiculous that someone who supposedly was plotting an unarmed insurrection would offer ten thousand troops to defend our Capitol?? I wonder how many people really believe this. It is a disgrace to try and frame someone who told people to peacefully and patriotically let their voices be heard and offered all of those troops.
The Capitol police report to Pelosi, and she needs to be held accountable for her failure of leadership. She refuses to testify, why do people put up with her? Here's an article discussing the troop offer:

Peolosi is not in charge of Capitol security. The Capitol police, who were in charge, asked for them. But for some reason, the troops were held back...

And see above. Trump's guy in the Pentagon told the Guard not to act unless given explicit permission from Trump's appointee, and then when help was requested, they sat on it for over 3 hours. Did you not know that Trump lies constantly? Or are you going to tell us that the police and General Walker are lying?

Under questioning by Alexandria Ocasio-Cortez, Acting Defense Sec Miller revealed that there was a three-hour delay between when the Capitol Riot started to when the National Guard were finally being deployed.

Requests for the National Guard had come from the Mayor of DC, the local National Guard commander, from the Sargent at Arms for the Capitol and from Nancy Pelosi and Chuck Schumer’s office but it wasn't until Miller had a conversation with Mike Pence at 4:08 pm that the Guard was finally authorized at 4:32 pm.

Miller’s exact reason for this delay was rather vague and nebulous but we do know who didn't give him a call. He didn't get a call to release the Guard from Donald Trump.
