There is something seriously wrong with a bicycle chain that would break at -15. It would be unsafe at almost any speed.

The chain broke when it got to -15. Are you planning on pushing it along with your feet on the ground? Or did it magically fix itself when the temperature warmed up?

In this universe, bicycle chains don't break at -15 degrees. Since you're postulating what is obviously an alternate universe, it's not possible for anyone to have an opinion on what will happen there. It's a figment of your imagination, and anything at all can happen in it according to your whim.

I have thought this over some more and if -15 is the magical breaking temperature then as the question is asked it is definitely okay to ride my bike. I can guarantee the chain would not break under these conditions.
