Yes, except there the connection is via a chain. Therefore the direction of rotation does not reverse as it does with gears in direct contact with each other. In higher gears the wheel rotates much more rapidly per revolution of your legs.

What if the chain will break under certain conditions? say @ -15 degrees?

And it was -15 out the previous night, but has warmed up to -10 now.

Is it okay to ride the bike, in your opinion?

Not enough information is given. Why did it break at -15? What sort of material is it made of?

Some changes from temperature variation in some materials are permanent some aren't.
