Shekel of the sanctuary”: A shekel weighed about .4 ounce (Leviticus 5:15; 27:3, 25; Numbers 3:47; 7:13).

Basically, it is the recipe for the incense used in the temple. So I'm making an educated guess that there was a standard weight of a shekel in the sanctuary that the priests could measure weights of the ingredients for the incense.
