First, to say that God is REQUIRED to keep His Word does not mean that one must approach God in that way. We are NOT advocating ARROGANCE!! God is not required to keep His Word to those who would approach Him in such a manner in the first place. However, it is God Himself who says:

My covenant will I not break, nor alter the thing that is gone out of my lips. Once have I sworn by my holiness that I will not lie unto David. (Ps. 89:33-34)

God [is] not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do [it]? or hath he spoken, and shall he not make it good? (Num. 23:19)

It is NOT just a matter of God deciding that He won't lie. The Bible teaches us that He CANNOT lie (Titus 1:2). It is impossible for Him to do so (see Heb. 6). God is saying that He is obligated by His HOLINESS to keep His Word. He is BOUND to it and He could not do otherwise.

This gives the Christian confidence that whatever God has spoken will be fulfilled. One need not approach God in arrogance and require Him to do something. He swears by Himself and therefore requires of Himself to perform the thing He said that He would do (again see Heb. 6). He makes OATHS and by implication of this He is REQUIRED to do it.

Again, this should inspire confidence and BOLDNESS when approaching God with His promises. It should NOT inspire arrogance. A man without humility and reverence has already forfeited any promise that God has required of Himself.

God is not like man. Man will promise something but may later feel that he can change his mind due to circumstances that prevent him fulfilling his obligation. God on the other hand is not bound by anything except that which He limits Himself to. Because He is HOLY, He cannot break His Word as man is capable of doing. So yes, I say that God is REQUIRED to do it - but to those who will boldly but humbly enquire of Him.
