No, I don't think it is a sin. The Onin thing was about trying to get out of fathering an heir, not masturbation, as someone else mentioned. I think it is possible to do it without lusting, if it is a sexual release.
I think the context of it is important too. If someone's partner is unable to perform their marital obligations, I'd see this form of release as a being okay, and not a breaking of marital bonds as would adultery.
Also, if someone never marries, I see no sin in taking pleasure with your own body.
I think it is a healthy means to release sexual tension without having premarital sex.
