Sure it does. the New Jerusalem that comes down is the many mansions Jesus has prepared.
But when Jesus said those words about the many mansions, He was preparing the disciples for His ascension. They witnessed Him ascending into heaven, not remaining on earth.

You need to stop using just parts of The Bible that fit what you believe and state the whole picture.

And while they looked steadfastly toward heaven as He went up, behold, two men stood by them in white apparel, who also said, “Men of Galilee, why do you stand gazing up into heaven? This same Jesus, who was taken up from you into heaven, will so come in like manner as you saw Him go into heaven.”

If this is news to you Jesus is returning back to earth.

Thanks. No, it isn't news to me; I fully believe that Jesus is coming back to earth. But He didn't say to the disciples, "I am going back to heaven, but when I come back to earth, I will prepare mansions for you here." No, He said, "I go to prepare a place for you."

I believe what Revelation says:

“Then I, John, saw the holy city, New Jerusalem, coming down out of heaven from God, prepared as a bride adorned for her husband.” (Re 21:2 NKJV)

It doesn't say anything about the permanent home of New Jerusalem being on earth.

It doesn't say anything about the permanent home of New Jerusalem being on earth.

I mean God states He will dwell with men Behold, the tabernacle of God is with men, and He will dwell with them,

And man's dwelling place is on earth
The heaven, even the heavens, are the Lord’s;
But the earth He has given to the children of men.

“For our citizenship is in heaven, from which we also eagerly wait for the Savior, the Lord Jesus Christ,” (Php 3:20 NKJV)

“But now they desire a better, that is, a heavenly country. Therefore God is not ashamed to be called their God, for He has prepared a city for them.” (Heb 11:16 NKJV)

“For the Lord Himself will descend from heaven with a shout, with the voice of an archangel, and with the trumpet of God. And the dead in Christ will rise first. Then we who are alive [and] remain shall be caught up together with them in the clouds to meet the Lord in the air. And thus we shall always be with the Lord. Therefore comfort one another with these words.” (1Th 4:16-18 NKJV)

So how do you get from Philippians 3:20 saying our citizenship is in heaven. To saying that verse is actually saying our eternal home is in heaven.

Paul is saying that as believers they should have a heavenly eternal mind set and not an earthly secular mind set. Not like the believers he describes in the verses before 3:20
Brethren, join in following my example, and note those who so walk, as you have us for a pattern. For many walk, of whom I have told you often, and now tell you even weeping, that they are the enemies of the cross of Christ: whose end is destruction, whose god is their belly, and whose glory is in their shame—who set their mind on earthly things.
