Everyone is your neighbor in this context. It can be nothing else, since Jesus is teaching to have a heart of love. One's heart doesn't toggle on/off depending on who is in front of you. Jesus died for sinners. We are to have that kind of heart. Sacrifice what you want for what another needs.

Yes.

Loving your neighbour does not mean condoning their actions though. Remember Jesus threw over the tables of the money changers and chased them away with a whip. Sometimes the most loving thing is to tell someone they are in error.
