Doesn't that mean that government business emails are being routed through a server that is not a government certified server? In fact, that outside server may be capturing those emails and keeping them?
If I'm wrong about this will someone please explain?

They may be in compliance with record-keeping law but are they in compliance with the law about using only government certified servers?
