How long will it take for the nomadic bedouins to group into a viable governing body? Probably never considering its people are governed by tribes and heads of families... a relic of arab society? With its mixture of islam, it will be even more difficult since the people must reach unattainable intellectual goals and there has to be moderation and subjection, both impossible goals without a caliph. Given that a certain number of Libians viewed kaddafi as a religious figure, the libians just lost their "caliph" in a cruel manner. Remember too that caliph is "successor to muhammad."
The movie clip of MadMax sums up the wastelands of Libya, Syria, Gaza, parts Egypt, and most of Iraq. This is how I see these lands being governed... everyone by his own means and might; or "every man for himself." (notice also the people strung to the front of pick-up trucks).
