Exactly, the tsar used the Church, the "government" of that country used the Church, not the Church used the government in order to fulfill their paranoias and neither it controlled the government as the RCC.

No Christian Church is as guilty as the RCC. What the Tsar and ROC was the same as all religions did. Appoint a ruler, tell the people he's anointed by god and carry on raking in the money. Telling the people they will get their reward in Heaven and the meek will inherit the Earth, and a camel has more chance of going through the eye of a needle and so on. So heaven doesnt have a lot of the ruling classes and clergy.
