First the DNC selects a platform committee based on the DP bylaws. Then the platform committee meets to discuss various proposals on items and wording for the platform. They vote on those proposals and present the result to the full convention for a vote.

Give her time, she's only been a presidential candidate for a few weeks. The DNC hasn't happened yet, and that's usually when these kinds of things are finalized.
