OK, the name changed to the EAS (Emergency Alert System) about 4 years ago. Alerts are issued for severe weather, earthquakes (albeit after the fact), terrorist acts (although an alert was NEVER issued on September 11th, contrary to popular opinion), and other dangers to life and property. 

In California at least, it now sounds much like this http://www.kvsc.org/staff/tech/eas_test.wav (although the link is to a radio station in Minnesota, they were the only place to actually have this online and it took me a bit of searching lol)
