The OT is a good place that clarifies this. In order for adultery to be committed, the woman has to either be engaged or married to someone else. If you lust after her regardless if you are married or single, it is still adultery, because you are coveting your neighbor's wife. If you are a married man and she is an unmarried female, that becomes more of a grey area under the OT due adultery being more tied the woman's marital status. However in my perspective I would consider either party married or engaged lusting after another would be considered adultery if that makes sense.
