You go into a store and make a purchase, using your debit or credit card. On the way home, you just flippantly toss the receipt out the window. Later, a patrolman finds it and runs the bar code.

Bingo! You get a fine in the mail for littering!

I guess it could.

But I doubt traffic police would have such power of investigation. This is a political science question. Isn't it?

Could be, but I doubt it.
1) Only Receipts I've see with bar-codes are Gift Receipts that the buyer normally Gives with the gift (so they'd be trying to fine the wrong person)
2) Also they couldn't prove littering, only that they lost a receipt

My defense would be: The patrolman created the receipt ex nihilo, and the information on the bar code was embedded.

No it is not true.

A) There is not enough identifying information on a receipt to get an account number to your bank account or credit card info. Otherwise they would be a target of identity theft.

B) A bank as a private institution would not give up the information without a search warrant.
