Proverbs 1:

24 Because I [Wisdom] have called and you refused to listen, have stretched out my hand and no one has heeded,
Fools would not listen to wisdom.

26 I also will laugh at your calamity; I will mock when terror strikes you,
The author painted a picture of Wisdom mocking or laughing at stubborn fools.

Elijah mocked the prophets of Baal at Mount Carmel. 1k 18:

27 At noon Elijah mocked them, saying, “Cry aloud, for he is a god. Either he is musing, or he is relieving himself, or he is on a journey, or perhaps he is asleep and must be awakened.”
On the other hand, Proverbs 17:

5 Whoever mocks the poor insults his Maker; he who is glad at calamity will not go unpunished.
As human beings, we should not mock the poor. It wasn't their fault.

Prob 1 targeted the stubborn fools. Prob 17 was about the poor. They were two different kinds of people.

Is it okay to mock?

It is okay but I'd avoid it. Jesus taught us to love people. It is not nice to mock people. I try to be nice to everyone :)

Ridiculous ideas ought to be mocked. People themselves? No, we're all messed up a goodly percent of the time.
I agree with the first part of your post.
But people who have submitted to God are not messed up.
