Think over multiple passages. Here is one to start with; Paul the serial killer of Christians. He didn't seek Christ willingly.Think about it by using the prodigal son story:
If a prodigal son type does not return home but decides to take the punishment he fully deserves and not further pester his father for something he totally does not deserve and thus stays in the pigsty and dies, did the father stop Loving the son?

Thank you. I wasn't attempting a sermon but a reply. Like Paul many who hate Christ will have a genuine encounter and will fail to resist Him. All I am showing is: God can still Love people, who of their own free will and with full knowledge of the father (God) and knowledge of their situation, continue to refuse to accept His Love as pure undeserving charity, if my analogy is possible. I see this analogy happening today. I see God as being very active (like the father in the prodigal son story), but the individual has a very limited amount of free will, which God allows the individual to use to become like God Himself, in that he obtains Godly type Love through (Luke 7) he that is forgiven much Loves much.
There are, very few “Saul/Paul” in this world and Saul was not a serial killer. Saul during his blind waiting, could have wanted to and reasoned, he had heat stroke, was blinded by the sun, fell off his horse and had a really bad dream. It was up to Saul to believe this really happened and he had lots of reasons to believe this did not happen.

Paul was not having a dream, other people present heard Christ as well.
Acts 9:3-7
3As Saul drew near to Damascus on his journey, suddenly a light from heaven flashed around him. 4He fell to the ground and heard a voice say to him, “Saul, Saul, why do you persecute Me?”5“Who are You, Lord?” Saul asked.

The OP question is God’s Love conditional or unconditional, I am just showing with an example of the Prodigal son, God’s Love is unconditional, since God would continue to Love the son even if the son did not return.
Just because God’s Love is unconditional does not mean a person with limited autonomous free will, choose to humbly accept that Love/Charity as pure undeserved charity.
You really need to understand man’s earthly objective, since God is allowing or doing everything to help man fulfill his objective.

Yes, I understand why you would need to qualify Paul’s experience. Initially you mentioned it was a dream to fit the model of Paul coming to Christ, this of course was reading into the text. Other witnesses heard Christ, making the dream theory obtuse.
