Commission of a felony is not the only reason why people are incarcerated. However the reason why children are separated from their incarcerated parents is for the same reason, no matter what the incarceration is due to. What you seem to be saying is that in this case children were separated from their incarcerated parents for some entirely different reason.
If you don't see anything wrong with the way the children were treated, then simply say so.
I'm not as familiar with the details as you seem to be, so that's why I'm asking questions.

If the courts decide that compensation is due then they will decide on the award. If they decide compensation isn't due then the families will get nothing. And it sounds like you aren't too familiar with the cases either. Why don't you investigate it?

Maybe you missed one of the first posts I made noting all the details that we don't know. Details we'd need to make a well informed comment. And maybe you missed the last post where I linked to a newspaper article that tells us what we do know. You should read it so that you are better informed.
