I've done a google search and Dr. Meyer has indeed presented a paper that is being greeted with less than open arms.
Who gives a hoot about Worldnetdaily? Worldnetdaily did not write the paper. It's Dr Meyer who wrote it and that is the subject for many within those circles.

Not normally.

Intelligent Design is the theory that chance could not produce the results we see... It's essentially an untestable hypothesis, unfortunately, so it has very little relevance to the science. We don't really care whether it's chance or not, scientifically. That's a theological question.

The Intelligent Design approach covers both YEC and Theistic Evolution. One of the leading proponents of Intelligent Design is Michael Denton who wrote the seminal book "Evolution: a Theory in Crisis" in which he said that macro evolution was "nonsense". It was believed that he was an agnostic at the time, although there is some debate about this. Regardless, this book became the springboard for a LOT of Creationist claims and further books.

Denton, an actual scientist in genetics (which made his book so appealing to Creationists) has now written "Nature's Destiny" in which he now fully accepts evolution over billions of years (even for man), including macro evolution (which, it seems, is no longer nonsense), but believes that there is strong evidence that God designed the process.

Thus, he is now considered a Theistic Evolutionist *and* an Intelligent Design theorist.
