Without doing anything else, Trump merely stating that he will enforce the current law has had a deterrent on illegal activity. Once the executive branch makes it clear that they are a respecter of laws, people refrain from breaking the law.

Keeping the honest people honest is a good first step. That is 40 percent of the problem fixed right there.
