The other day I saw a couple of female police officers on horses, and one of the horses took a dump, so me being drunk, I told them to pick it up. They refused. Can't remember their excuse, but they seemed to find it or me funny, even after me standing there for 15 minutes giving them a lecture.

Maybe you should go and crap in their yard and see how they like it.
Ever see the SNL skit where the guy is humping people's legs, jumping up on them, and crapping in their yard, and a lawyer says, "You wouldn't be ok with this, so why should it be ok for a dog? I will sue for property damage, sexual harrassment charges, etc."

If my dog takes a poop I never pick it up. I call it..free fertilizer.

Dog poo is considerably more germ-ridden, and hence more dangerous to be lying around where children are playing, than horse poo.

As the old saying goes: "two wrongs don't make a right." It's true in this case. If your dog poops, at least have the integrity to clean up after them; doesn't matter whether or not the cops are doing it also.

Mostly I do pick up their poo even if no one could see me, but once or twice I haven't. I always take a plastic bag with me for the purpose.

So, if my dog... Problem solved. I don't have and won't have a dog. Messy, smelly, and don't bury their poop. Thats why I like cats.

You have no idea how much money I would've paid to see that.

Anyway, of course I'd pick it up. Finding random piles of dog poop every time I go for a walk by the park is one of my peeves.

I do usually pick it up... But if there's a bush nearby I also tend to sweep in under there and walk on.
